You do want to hire someone who will be sensitive to your needs and your budget.  Before you commit to anyone creating your church website,  we suggest you check them out.  Ask questions and see what they have done before. If they are a new designer that goes to the local community college or otherwise, that is okay but know that your team will need to work closely to ensure your goals are met. The key is to remember to assume there may be somebody who does not know.
